An application submitted by North Peak Development to annex 40 acres will be reviewed at the City Council meeting on March 1. Plans for the site include 138 townhomes, 264 apartments, and commercial space. As part of the Southeast Area plan adopted in 2021, the annexed area should contain a mix of residential medium density, high density and commercial properties.
This application is the first of several planned annexations into the city of Bend. The purpose of the annexation process is to determine whether the development complies with city zoning designations, transportation plans, has adequate infrastructure, and includes parks and natural spaces. Specific details of each site will be reviewed after properties have been annexed.

Infrastructure
There are two options for connecting the property to sewer, the first being a temporary sewer pump station constructed along the southern line of property. A second option would be to connect to a regional pump station that will serve the southeast area in the future. The city of Bend will provide electric and sewer while other utilities will be provided by Avion water and Cascade Natural Gas.
Annexation materials indicate the property owner is responsible for constructing all street frontages and right of ways in accordance with the plans submitted with their application. The owner will also need to complete a single lane roundabout at Ferguson Rd and 15th St prior to receiving final inspection of the first commercial property. Considering that aspect, a roundabout might not be constructed until long after completion of the residential zone.
